Florida homeschool, PEP and FLVS golf: use the right school route

Studying at home does not put every Florida golfer in the same participation category. Registered home education, PEP, an approved PEP Hybrid school and FLVS Full Time can require different paperwork. Start with the student's actual enrollment status, then ask the participating school to confirm placement and eligibility.

Which facts apply?

CASE 01

Fictional: home education with Flex

Ava is registered with her district's home-education office and takes individual FLVS Flex courses.

Her family checks EL7 and the annual EL7V verification route, rather than treating Flex as Full Time school enrollment.

CASE 02

Fictional: accepted, not yet active

Bea has an FLVS Full Time acceptance offer and wants its administrator to sign sports forms immediately.

FLVS says it signs only after official active enrollment. Acceptance and enrollment are separate steps.

CASE 03

Fictional: ordinary PEP

Cara is a PEP student outside the approved PEP Hybrid school branch.

She checks the current EL15 packet and annual enrollment evidence with the participating school.

CASE 04

Fictional: PEP Hybrid

Dev attends an approved PEP Hybrid school and starts filling out EL15.

EL15 expressly directs this branch to EL16. His actual school status determines which administrators must verify the packet.

These are invented families, not placement or eligibility decisions. School officials must confirm the applicable category and participation route.

The short version

  • FLVS Flex courses do not by themselves establish a school of record.
  • Home education, ordinary PEP and PEP Hybrid use different form branches.
  • Family signatures do not replace attending-school and participating-school verification.

Which packet starts the school conversation?

Compare the actual enrollment category first. Forms supplement the full eligibility review; this table does not assign a school or establish eligibility.

Identify who maintains the school record

FLVS Flex provides individual courses for students who may remain enrolled at a traditional school or registered in home education. FLVS Full Time is a public school enrollment with its own counselor and transcript. The fact that both use online lessons does not make their athletic paperwork interchangeable.

Bring the enrollment record, home-education registration or PEP documentation to the first school conversation. Ask which institution is the school of record and which category the athletic director will use. This prevents a family from collecting signatures on a form intended for a different educational arrangement.

Confirm the school before treating a tryout as available

The 2026 statute and current FHSAA page describe residence-district or county participation options, followed by a conditional adjacent-county route when local options are exhausted. Private-school participation requires an agreement. These provisions create a route to seek participation; they do not guarantee a position on a golf team.

FLVS Full Time's own FAQ still uses narrower assigned-residence-school wording. Have the receiving athletic director reconcile that wording with current FHSAA guidance for the actual student before choosing a campus. A family's preferred team, an acceptance offer and an approved participation placement are different things.

Give each part of the packet to its owner

EL7 registration is submitted once per school, while EL7V verification is annual and includes the district home-education coordinator. EL15 is an annual PEP form with its own hybrid-school exception. These program documents supplement the school's general clearance requirements; they do not replace the full athletic eligibility review.

The October 2026 EL16 packet divides responsibility clearly: family and notary on page one, attending-school administrator on page two, and participating-school athletic director on page three. The participating school reviews the attachments and handles the FHSAA registration step. Keep a copy of what was submitted and ask the school which step remains before practice or competition.
