More Than 14 Golf Clubs: Penalty and Out-of-Play Procedure

An extra club is not fixed by deciding never to use it. Once aware of the breach, take the excess club out of play using the required clear action.

15 clubs is one too many

Original competition case file

15 clubs is one too many
15

Ava begins the fictional round carrying 15 clubs.

An unused spare still counts toward the limit.

CASE 01

Discovered on hole 3

The breach existed on earlier holes.

Stroke play has two strokes for each affected hole, with a maximum of four for the round.

CASE 02

Match adjustment

Ben discovers the same breach during a match.

Apply the rule’s match-score deduction, maximum two holes; it is not ordinary loss of the current hole.

CASE 03

Clear communication

The excess club is identified to the opponent, marker or another player as required.

Do not use it for the rest of the round.

The short version

  • The limit includes clubs carried by or for you.
  • Take excess clubs out of play before another stroke after awareness.
  • Stroke play and match play apply different penalty structures.

Count before the first stroke

Include the spare wedge, second putter and any club carried by a caddie for you. Separate broken parts at the start have specific treatment under Rule 4.1 b; do not use that exception to disguise an intact extra club.

Before the round, remove the extra from the bag and follow any applicable accidental-extra-club provision. After the round has started, merely saying “I did not hit it” does not erase the carrying breach.

Record when awareness occurred

For Ava, mark that the round started with 15 and the discovery occurred during hole 3. The stroke-play cap prevents the penalty growing indefinitely, but she still must take the excess club out of play before making another stroke.

In match play, the penalty adjusts the match score after the relevant hole as the rule specifies. It is not the same as awarding that hole to the opponent. Timing between holes and during a hole also affects application, so give the Committee the actual sequence.

Make taking it out of play observable

Clearly identify each club being taken out. The rule permits specified clear actions, including communication or a recognizable physical indication. Keep it out for the rest of the round; do not quietly substitute it later because a preferred club breaks.

Partner sharing has conditions under four-ball and foursomes. Their combined-club limits are not a general permission for everyone in the group to share equipment.
